Vysshee obrazovanie v Rossii is a monthly scholarly refereed journal that
provides a forum for disseminating information about advances in higher
education among educational researchers, educators, administrators and
policy-makers across Russia. The journal welcomes authors to submit articles
and research/discussion papers on topics relevant to modernization of education
and trends, challenges and opportunities in teaching and learning.
Vysshee obrazovanie v Rossii publishes articles, book reviews and conference
reports on issues such as institutional development and management, innovative
practices in university curricula, assessment and evaluation, as well as theory
and philosophy of higher education.
Vysshee obrazovanie v Rossii aims to stimulate interdisciplinary, problemoriented
and critical approach to research, to facilitate the discussion on specific
topics of interest to educational researchers including international audiences.
The primary objective of the journal is supporting of the research space in the field
of educational sciences taking into account two dimensions – geographical and
epistemological, consolidation of the broad educational community. This can
be provided by creating the unified language of understanding and description
of the processes that take place in the contemporary higher education. This
language should facilitate rallying of the whole community of educators and
researchers on the basis of such values as solidarity, concord, cooperation, and
co-creation.
Our audience includes academics, faculty and administrators, teachers,
researchers, practitioners, organizational developers, and policy designers.
The journal’s rubrics correspond to three research areas: philosophical
sciences, sociological sciences, educational sciences. We design our activities
relying on the professional associations in higher education sphere, such as the
Russian Union of Rectors, Association of Technical Universities, Association of
Classical Universities of Russia, International Society for Engineering Education
(IGIP).
Indexation. The papers in Vysshee obrazovanie v Rossii are indexed by
Russian Science Citation Index and Scopus.

Publishing Ethics
The journal Vysshee obrazovanie v Rossii is committed to promoting the standards of publication
ethics in accordance with COPE (Code of Conduct and Best Practice Guidelines for Journal
Editors) and takes all possible measures against any publication malpractices. We pursue the
principles of transparency and best practices in scholarly publishing and aspire to ensure fair,
unbiased, and transparent peer review processes and editorial decisions.
Peer-review procedure
All the manuscripts submitted to Vysshee obrazovanie v Rossii are reviewed by the Editor
to assess its suitability for the journal according to the guidelines determined by the editorial
policy. On this step of the initial filtering the manuscript can be rejected if the content doesn’t
fall within the scope of the journal or it fails to meet sufficiently our basic criteria and the submission
requirements.
The papers accepted for publication are subjected to the blind peer review process which can
be accomplished either by the members of Editorial staff (Heads of Departments) or by involved
additional reviewers. The assigned reviewer is an expert within a topic area of the research
conducted.
Manuscript Submission
Manuscript is expected to report the original research. The paper content should be relevant
to the scope of the journal. Authors must certify that the manuscript is not currently being
considered for publication elsewhere and has not been published before.
Manuscripts are submitted at email address: vovrus@inbox.ru. They must be prepared according
to the manuscript requirements. Author’s document set should include the following
positions.
• Authors’ data: first name, middle initial and last name; affiliation (full name of the organization
and position); academic degree; Author ID; ORSID; Researcher ID; postal address
of the organization; e-mail address; mobile telephone number.
• Manuscript file in Word format (font – 11-point Times New Roman).
• Title (no more than 5-7 words).
• Abstract (250-300 words summarizing concisely the content and conclusions of the
paper).
• Keywords (5-7).
• Reference list (approx. 20-25). Each reference should be numbered, ordered sequentially
as it appears in a text; all authors should be included in reference list; references to websites
should give authors if known, title of cited page, DOI if available, URL in full, and
year of posting in parentheses. Please, adhere the journal style of referencing.
We strongly recommend that authors use the professional academic proofreading services.
The language editing certificate is highly advisable.
