В кратком статистическом сборнике публикуются основные показатели, характеризующие
социально-экономическое положение России в 2010 г. в сравнении с рядом предшествующих лет.
Сборник подготовлен центральным аппаратом Федеральной службы государственной статистики
на основе данных, получаемых органами государственной статистики от предприятий,
организаций, населения путем проведения переписей, выборочных обследований и других форм
статистического наблюдения, данных министерств и ведомств Российской Федерации, а также
информации, получаемой от организаций, которые проводят обследования, опросы по сбору определенных
сведений экономического и социального характера, и материалов международных организаций.
Открывают
сборник основные социально-экономические характеристики Российской Федерации.
Представлена информация, содержащая описание географического положения Российской
Федерации, сведения о природных ресурсах, национальном богатстве и окружающей среде.
Приведены данные, отражающие демографические процессы, проблемы занятости и безработицы,
денежные доходы населения. Помещена информация о социальной сфере, науке, инновациях
и информационных технологиях, финансовом состоянии, инвестициях, ценах и тарифах.
Представлены сведения о производстве валового внутреннего продукта и его использовании. Один
из разделов сборника содержит общую характеристику предприятий и организаций, информацию
о малом предпринимательстве, деятельности организаций с участием иностранного капитала и о
приватизации.
Публикуется информация о деятельности организаций добывающих и обрабатывающих
производств, производства и распределения электроэнергии, газа и воды. Часть материалов сборника
освещает положение в организациях отдельных видов экономической деятельности - сельского
и лесного хозяйства, рыболовства и рыбоводства, строительства, транспорта, в организациях,
обслуживающих население. Приведены результаты конъюнктурных обследований деловой
активности организаций добывающих, обрабатывающих производств, производства и распределения
электроэнергии, газа и воды, строительства и розничной торговли.
Внешнеэкономическая деятельность представлена данными о платежном балансе Российской
Федерации и внешней торговле. Приведена информация по международным сравнениям России
с некоторыми зарубежными странами.

200 YEARS OF THE STATE STATISTICS SERVICE IN RUSSIA
A. Surinov «Development of the system of state statistics in Russia in 1811-2011»
Keywords: an independent structural division of the government agency (1811), zemstvo statistics and organizing
of statistical observation (second half of the XIX century), the first Census of Population of the Russian Empire
(1897), Single national statistical body, first economic censuses (1920th
), balance of the national economy for 1923/24,
Soviet official statistics and centralized planning, national statistical science, reforming of state statistics of Russia
during the period of transition to market economy (1991-2011), adaptation of international statistical standards, quality
of statistical data.
Main stages of the national official statistics development over the past 200 years, from the moment when Statistical
section became an independent structural division of the government agency and to the modern period of the state
statistics of Russia are characterized. Progress of the national statistical practice and science, reforming milestones and
current problems of modernization of the state statistics of Russia, adaptation of international statistical standards and
data quality improvement are considered.

classification, reference materials, register of statistical indicators, metadata database, Unified Statistical Information
System (UniSIS).
Possibilities of the implementation of SDMX standard for reliable and effective information exchange between
information systems of ministries and agencies in Russia are considered. To this goal it is necessary to ensure unified
description of all statistical indicators, catalogs and classifications. Syntactic and semantic unity of metadata is the
compulsory condition to create integrated information system of full value. Standard definitions of statistical indicators
and metadata are vital for electronic data collection and processing and information exchange between domestic and
international organizations. Methodology of the register of statistical indicators and problems of its implementation are
analyzed. Organizational, methodological and legislative environment for statistical indicator definitions and metadata
databases of the Unified Statistical Information System (UniSIS) are described.
Methodological principles of complete major indicators of agricultural statistics in the system of national accounts
(materials of the CIS Statistical Committee)

In this methodological document recommendations for making production accounts and income determination

Abstracts
Approaches to assess the national industrial capacity structure and current structural shifts in the economy are
suggested in this article. The extent to which the existing industry-age composition corresponds to the problem of
modernization of the sectoral Russian economy is analyzed. Structural shifts in Russian and American industry are
compared to estimate innovative tendencies in this field.

Research and development (R&D) is a basis of both technologies and productions modernization in the Russian
Federation. State of research and development reflects a technological development level and is one of indicators of
scientific progress of society, and finally, it defines success of economic development. The progress of research and
development activity in the Russian Federation in post-reform period from 2000 to 2009 is considered. Dynamics of
basic indicators and efficiency of resources in R&D sphere are analyzed, indicators of quality growth are evaluated, and
international comparisons are presented.
G. Popov «Methodological approaches to determine indicators of technological development of the economy»
Keywords: modernization and technological development of economy; statistical indicators, a technological level of
manufacturing and production; direct, indirect and total research intensity; market for high-tech products; definitions
and classifications of international statistical organizations.
Considered is methodology of complying indicators, that allows to characterize efficiency of technological development
of the economy. Presented are definitions, classifications and methods of calculation of research intensity indicators, of
manufacturing and production, criteria and algorithms of their reference to high-tech, medium-tech, and low-tech
levels, used by OECD, Eurostat, Statistical commission of the United Nations, National scientific fund of the USA and
other international and national statistical organizations. Major issues of this branch of domestic statistics are considered:
concrete methodological approaches to the determine indicators of direct, indirect and total research intensity indicators
of production and services; on this basis, analysis of high-tech production market is carried out.
METHODOLOGICAL ASPECTS OF MACRO-FINANCIAL ANALYSIS

tables»

The article considers interrelations between the balance of payments and the system of input-output tables. In
connection with the crises in the world economy, the problem of modeling net export as part of final national demand
and analysis of the external economic shocks influence based on financial flows have recently acquired great relevance.
a Methodological interrelation between balance of payments and the system of input-output tables are presented and
analyzed. It is concluded that a combination of macroeconomic statements allows to obtain much needed information
about sources of growth of a new economic value added within the industries and institutional sectors of the economy;
and that institutional sectors, industries and a whole economy in general in cases of internal misbalance and external
shocks are fragile.
E. Sablina «Statistical estimation of the banking system of Russia after the crisis»
Keywords: interbank lending market rates, exchange rates, calculated analytical indicators, banking sector before
and after the crisis.
Results of statistical estimation of conditions of the banking system in the post-crisis period are reviewed. Short
term volatility in interbank lending market rates and exchange rates, as an important factor of bank system stability, are
analyzed. On the basis of calculated analytical indicators, characteristics of state of banking sector before and after the
crisis are given. The major Russian banks were grouped by the level of their financial status.

RESOURCE POTENTIAL OF EDUCATIONAL AND SCIENTIFIC ACTIVITIES
N. Kovaleva, V. Kuznetsova «State of school infrastructure: regional aspects»
Keywords: material and technical basis of Russian schools, average median, maximum and minimum value, variation,
regional asymmetry, coefficient of asymmetry.
Interregional differences of main statistical indicators of material and technical basis of Russian schools are studied.
The list of indicators includes: state of buildings and their facilities, communal services, availability of computers and
Internet, libraries, providing conditions for physical culture, security (safety), dining-halls.
The level of interregional differentiation of indicators under review is measured by traditional statistical characteristics,
such as: average median, maximum and minimum value, variation, regional asymmetry, coefficient of asymmetry.
Comparative analysis has shown that interregional differences related to the material and technical, and informational
provision of the teaching process are rather high, although it is possible to trace the gap in some indicators slackening.
It is emphasized that there is a need for complex modernization of general education statistics. In the context of
unification of statistical survey over the education institutions activities and development a rating system for evaluating
regions of the Russian Federation is to be established using education development indicators as a tool of an interregional
analysis and improvement of the regional educational policy.

Dynamics of statistical indicators of the Russian Academy of Sciences for 1990-2008 is considered. Network of
research organizations, structure of scientific manpower and their financing are investigated. Some disproportion of
resources allocation are revealed. It is shown that increase in remuneration in the Academy (in accordance with the
salary reform undertaken in 2006-2008) mainly concerned employees with higher salaries - Doctor Nauk.
