the negotiation and try to settle our treaty of commerce, upon hearing of
which I informed his excellency, that I had received a counter-project of
the treaty with some little alterations, that were so just and reasonable,
that I hoped they would meet with no difficulty. I then shewed him the
alterations His Majesty desired should he made, and he seemed to agree
that they were reasonable, except what is desired in the 4t b
article to set
the trade on an equal foot, where we propose that the russ should pay His

hers des ports de la Russie». The baron said that was depriving Her
Majesty of the liberty to favour her subjects, to which I answered: if Her
Majesty's subjects paid less duty than the english, the Russia-company
would be entirely ruined, for not only the russ, but hollands, hamburghers
and even several of the english themselves, who are settled here, would
send their goods to England under the borrowed name of a russ merchant,
and be able to undersell all the fair traders, and by that means Her Majesty
would lose also that part of her customs on the goods that foreigners
would send to England in her subjects name. I made use also of all the
arguments that your lordship has been pleased to furnish me with on that
subject. His excellency at last seemed convinced, that it was necessary

сравнительно съ пошлиною, уплаченною при вывоз оттуда жетого же товара
русскииъ». Баронъ зам тилъ, что такая пошлина лишила бы Ея Величество возможноети
поощрять торговлю своихъ подданныхъ; я же отв чалъ: разъ русскіе будутъ
платить пошлинъ мен е, ч мъ англичане, Роесійская компанія окажется совершенио
разоренною, такъ какъ в только русскіе, но и голландцы, гамбургцы, даже многіе
изъ проживающихъ зд сь англійскихъ купцовъ станутъ отправлять товары въ Англію
подъ куплеиаой фирмой русскаго купца, и такимъ образомъ потопятъ вс хъ честныхъ
торговцевъ, Государыня же лашится пошланы съ товаровъ, отправляемыхъ
иностраішами въ Англію какъ бы отъ имени русскихъ подданиыхъ. Кром того

some way should be found to equalize the trade, but I could not persuade
him to consent, that it was reasonable that the russ should pay in England
the difference of the customs. He said that, if no better way could be found,
it would be much better the russ should pay here the same duties on all
the goods they export to England, as do the british subjects; to which I
answered, that it would be yet better if he could persuade Her Majesty to
consent, that the british subjects should pay no more duties of exportation
than the russ now did; but he told me he could not propose that expedient,
because it would very much lessen Her Majesty's revenues. So our conference
ended, and baron Shafiroff promised to make his report of the same
to Her Majesty.
I very much fear, my lord, that it will not be possible to persuade Her
Majesty to consent that her subjects should pay the difference of duties in
England; but I humbly believe she will at last consent to make them pay
as much on their exportations here, as the english, which is one of the
alternatives your lordship mentions in your letter, dated the 26th
of July.
If I can judge by what I know of the people of this country by above six
years experience, I don't think the russ will ever settle any trade in England
that will be considerable enough to give the Russia-company any uneasiness,
for some russ merchants, who have tried several times to send goods directly
to Holland, France and Spain, have been such great losers by it, that they

крайнее уменьшеніе доходовъ Ея Величества. Этимъ и кончилась наша бес да, о которой
Шафировъ об щалъ довести до св д нія Государыни.
Опасаюсь, что Ея Величество не согласится на уплату русскими подданными
въ Англіи уномявутои разницы, но ее, над юсь, удастся склонить на обложеніе ихъ
тою-же вывозною пошлинои, которою обложены энгличане, т. е. — добиться одного
изъ р шеній, упомянутыхъ въ писын вашего превосходительства отъ 26-го іюля. На
сколько могу судить о русскихъ оо почти шестил тнему зиакомству съ ними, полагаю,
что оии иикогда не заведутъ съ Англіею торговли, способной сколько-нибудь
повредить интересамъ Россійской компаніи, такъ какъ иемногіе русскіе купцы, пытавшіеся

do not seem to have the least inclination to try any more such experiments.
Nevertheless the Russia-company is certainly in the right to precaution itself
against any such attempts.
The 25t b
instant this court received with a great deal of pleasure the
news of the defeat of the french army in Italy by count Konigsegg, which,
I hope, will prevent the friends of France doing any hurt to the emperor's
interest here.
This court being informed that their frigate, that was taken by the
french last summer in the Baltic, was come to Copenhagen, they have hired
six merchant ships to transport the three french regiments to Copenhagen.
As they will be ready to set sail in 8 or 10 days from Narva, where those
troops are at present, that affair is near being at an end.

нораженіи французской арміи въ Италіи графомъ Кенигсегомъ; оно, иад юсь, пріостановитъ
зд шнихъ друзей Франціи отъ поиытокъ иротивод йствовать интервсамъ
императора.
Русское правительство, узнавъ о прибытіи въ Копенгагенъ фрегата, захваченнаго
фраицузами прошлымъ л томъ въ Балтійскихъ водахъ, наняло шесть купеческихъ
судовъ для неревозки въ Коаенгагенъ трехъ французекихъ полковъ, сдавшихся
подъ Веиксельмюнде. Суда эти дией черезъ воеемь или десять должны быть готовы
къ отправленію изъ Нарвы, гд въ настоящее время іюселеіш французы. Сл довательно
это д ло близко къ развязк .

pleased when I informed them, that His Majesty would order my lord Kinnoul
to concur with the dutch ambassador at Constantinople to do all he
can to preserve the peace between this court and the Ottoman Porte, and try
to get the best assurances of the peaceful disposition of the turks towards
the dominions of Moscovy. I find, my lord, by count Osterman's discourse,
that they continue yet to apprehend, that the french ambassador at Constantinople
will find at last means to persuade the turks to attack either
this court or that of Vienna.
The 29th
of last month the six Dantzig deputies had their audience
of Her Majesty, and made a very fine and moving discourse, which
has been very much approved of by Her Majesty, which makes me hope,
that part of the money they are to pay by the capitulation will be abated
them.
This court has been taken up all this week in reviewing the three
regiments of foot guards, and the regiment of horse guards, and the cadets
before twelve of the french officers, who have been brought here from Narva
to take their leaves and to thank Her Majesty for the many favours she has
been graciously pleased to bestow on them during their stay in this country.
It must be confessed, my lord, that Her Majesty has been very kind to
the three french regiments, most of which would have perished here with
cold, if the Czarinna had not been so good as to give every, common soldier

назначенной по капитуляціи.
Дворъ всю мппувшую нед лю занималеа смотрами трехъ полковъ гвардеиской
п хоты, коннаго гвардейскаго полка и кадетъ въ присутствіи дв надцати французскпхъ
офицеровъ, прпвезенныхъ изъ Нарвы съ ц лью откланяться Ея Величеству и
поблагодарить ее за многія милости, которыми ей угодпо было осыпать ихъ за время
пхъ пребываиія въ Роесіи. Нельзя не сознаться вашему превосходптельству, что Государыня

The person your lordship hints at in your letter dated the 10th
of
September, arrived here two or three days ago, and is named L'Etang; he has
dined at court at the great-marshal m-r Levenvolde's table with the abovementioned
french officers. I took the liberty to mention to count Biron by
way of conversation that the world would make various reflections on the
civilities this court shewed to the french officers and to m-r L'Etang; he
told me that I might assure the king, my master, in his name, that, notwithstanding
the civilities that had been shewn to those gentlemen, nevertheless
Her Majesty would never give ear to any insinuations or even to any advantageous
offers the french court might make to her. His excellency ended
his discourse on that subject by telling me that m-r L'Etang had a full power
to grant Her Majesty anything she could ask, but as he, count Biron, was
an honest man and my friend, so I might depend Her Majesty would continue
steady to the common cause for she was not "of a changeable temper,
as the king of Prussia. .. .
