Аннотация	In the 21st century, the evolving landscape of geopolitics and international security has profoundly impacted mechanisms of transnational legal cooperation, particularly in the realm of mutual legal assistance ( MLA) in criminal matters. As global threats such as terrorism, cybercrime, and transnational organized crime intensify, states face growing pressure to enhance legal collaboration across borders while safeguarding sovereignty and fundamental rights. Additionally, the need for balancing judicial efficiency with the protection of individual human rights becomes paramount in this increasingly interconnected and politically sensitive environment. This article explores the legal framework, practical implementation, and ongoing challenges associated with mutual legal assistance and extradition, using Azerbaijan as a case study within the broader European and international context. It analyzes the influence of geopolitical tensions, regional conflicts, and political considerations on the effectiveness and neutrality of MLA processes. The paper also examines how legal systems adapt to international obligations while maintaining constitutional safeguards – such as the non- extradition of nationals and protection against political or inhumane prosecution. Through a comparative legal approach, the article discusses both bilateral and multilateral treaties, including the European convention on extradition, and evaluates their role in facilitating or complicating international cooperation. Historical developments of extradition law, Islamic legal traditions, and the practices of Turkic states are also reviewed to provide a broader legal- cultural context. The paper concludes with practical recommendations for improving MLA and extradition procedures in Azerbaijan, including enhanced legal clarity, digitalization of evidence exchange, the adoption of voluntary surrender mechanisms, and stronger human rights safeguards. These reforms aim to balance judicial efficiency with individual protections in an increasingly interconnected and politically sensitive global environment
